Indeed. The only way I can make it make sense is if it implies there are a lot of data centers slightly over average, and fewer below average, but by greater amounts -- i.e. a skewed distribution. But that would suggest (at least to me) that the problem isn't severe.

Maybe they've been reading "How to Lie With Statistics" (or the also very good "How to Tell the Liars From the Statisticians").
