Cigarette companies should be required to reduce the nicotine content of cigarettes by 10% each year. In 10 years pre-rolled cigarettes would be nicotine free. This is the same strategy the government requires on vehicle emission standards. I would allow for loose tobacco containing nicotine, but it should be illegal for pre-rolled cigarettes to have nicotine content.

As strong, or stronger, an addiction then heroin, according to many medical professionals.

I don't know where you get your information, but nicotine addiction is very very mild, but heroin addiction is so strong that sudden withdrawal can kill!
