Cigarette companies should be required to reduce the nicotine content of cigarettes by 10% each year. In 10 years pre-rolled cigarettes would be nicotine free. This is the same strategy the government requires on vehicle emission standards. I would allow for loose tobacco containing nicotine, but it should be illegal for pre-rolled cigarettes to have nicotine content. * * *
