You have no way of distinguishing between an innocent civilian and an insurgent. That is the classic prescription for a situation in which you cannot win, no matter what. That is what happened in Vietnam. If Dumbya and his fellow Chickenhawks(TM) had gone there, they would have understood the problem. We didn't put the 400,000 or 500,000 troops as recommended by Gen. Shinseki. And therefore, once the instability continued past the first year of occupation, the war was essentially lost. The next 5 or 10 years will be spent realizing that fact -- at great cost in human lives and treasure.
