That's exactly what they all said about Howard Hughes, who was but 19 years old when he fell into the fortune created by his father. The rest as we used to say is history.

Sure, and Hughes created lots of wealth with his inheritance, so under my proposal would be able to pass on all of his created wealth to his heirs.

It's Hughe's grandkids that would be the issue. Never heard of them, have we? Why do they deserve to start life as $200 millionaires?
