1998 statements are irrelevant. 2002 statements on WMD were made based on the intel given the senate at the time by the Bushies. That intel is now known to have been largely phony, and manipulated. Colin Powell admitted this but we all now know it anyway. As Kerry said the other day, the only thing congress can be blamed for was trusting the presdient and taking him at his word. Bush also promised to go to war only as a last resort and promised to use the war powers to "keep the peace". He lied.
