Welcome to France's Big Easy:

Marseille's recipe for composure
By Thomas Fuller International Herald Tribune

Good article. Marseille sounds like some American cities; NO being one of them. It shares their positives as well as their negatives. Marseille didn't burn. However, like its American cousins, studies have shown that cities where there are large minorities, the general upkeep and maintenance leaves a lot to be desired. Where the populaton is homogeneous and relatively affluent, upkeep and maintenance usually are good. The unemployment rate is another shared negative. Where a city has large minorities, the dominant race which usually is the most affluent one is less likely to invest in the city.

Studying American urban demographics can be depressing. Sounds like Marseille's are too.
