Clinton was for an unspecified regime change. Traditionally that meant the president was saying "I don't like you and I am willing to support a coup". Used to happen a lot with South American dictators who didn't cooperate. Congress voted for removing Saddam after Bush assured them that he wanted the resolution as a negotiating point.
