The "jail 'em" solution has failed, Bill. We've been working on that basis for pushing a hundred years now and the situation is only getting worse and is only going to get worse. Another approach has to be found. When we pass Communist states in percentage of population jailed, SOMETHING IS WRONG!

You can't make an argument that mind-altering substances are illegal in this society. Go to your local liquor store and try some of their product. We've now reached the point with many drugs we reached with alcohol at the end of the 1930's.

You can get thorughly wasted and useless on alcohol. It isn't until you DO something that the law can step in, though. That's one approach. Another would be keep the "hard" drugs illegal but legalize possession and use of a number of softer ones. Make some activities, such as driving, illegal under their influence.

Drugs? Kids get high on GLUE, ferchrissakes! Are you going to make it illegal?
