This what is de facto valid now but I doubt any Germans except some nuts and possibly lawyers know. Don't forget that back in 1995 when this law was passed the Christian Union under Kohl was in power. The whole thing was political compromise with each state of the Federal Republic having their own interpretation depending on the political party in power there.

But the counseling including the form duly signed off is a requirement keeping the abortion performing medics out of trouble.

So I agree, that formally you were not wrong, sorry for that.
