I doubt the drug costs $1 million a year in "marginal production cost", though it is priced at that at retail. It is probably like most drugs and in fact costs something like $2,000 a year to produce. If the government didn't tax all the people and companies involved in producing the drug, it would a fifth of the marginal cost of production.

If she stops taking the drug, she will not save "society" $1 million a year. She will save society $400 a year.

Maybe my figures aren't accurate, but you get the idea.
