The Puerto Rican's claimed they were foreign.

Terrorism is a misleading word. Bush's shock-and-awe is all about creating terror in the population too. The more valid term is "asymetric warfare" where one side has to use different tactics from frontal assult because of great disparity in the makeup of their forces.

It's standard propoganda to try and portray the other side as targeting civilians in their campaign. All evidence seems to point to the fact that many civilians die no matter who is setting off or dropping the bombs.

I think its very misleading to try and focus on subcategories of terror, when the whole word "terrorist" is misleading in itself.
