Gold, what few people take in consideration when talking about spending is this. When was the last time that an administration had to take on such large problems in such a short time. First we had the Iraqi war, then we had the Tsunami then Katrina followed in quick succession by 2 other nasty hurricanes plus now the possible avian flu pandemic. These where all problems that couldn't be ignored just out of budget concerns.
