"could force the Gov't into passing nothing at all........." We don't need the 'government' to pass constitutional amendments. The citizens can organize their own conventions in the States to start the process. I believe the Constitution provides three different ways to pass amendments. (What has usually happened in the past is that the process gets rolling in the States, gets a head of stem... and ONLY THEN to the deadheads in Washington climb upon the bandwagon.)
