We don't need the 'government' to pass constitutional amendments. The citizens can organize their own conventions in the States to start the process.

I believe the Constitution provides *three* different ways to pass amendments.

(What has usually happened in the past is that the process gets rolling in the States, gets a head of stem... and ONLY THEN to the deadheads in Washington climb upon the bandwagon.)

THe court has ruled a specific implementation of line item veto is not constitutional. The habitually foolish seem to always fail in inductive reasoning ability. Habitual liars use non logical reasoning.
