Sounds to me like the WTO. It certainly sounds nothing like the US Constitution, which concentrates a great deal of power in Washington, the more decentralized Articles of Confederation having been found insufficient.

And it certainly sounds nothing like any UN or EU that has ever existed, or is ever likely to exist.
