whatever you say, rsp will outperform spy if small caps outperform big caps.
On the other hand if big caps outperforms small caps, rsp WILL underperform spy.
This is very simple, you can assume there is only 2 stocks, one is big caps/fund(composed of all >4B stocks in spx), anohter is small caps/fund(composed of all <4B stocks in spx), then you will get above conclusions easily.
I suggest you also look at russell 2000 as an alternative choice of rsp.
