I think it is an ideal to strive for as a formal INTERNATIONAL policy. It may be "good" even without formal agreement and shared responsibility--but it is fighting a forest fire from the middle and tossing gasoline about.

I repeat: If it is for humanitarian grounds on the basis of responding to massacre and butchery of innocent people (which is in effect a war against humanity)...then it must be done at the time. Ideally it should be a formalized response based on new legal agreements of International Law and Enforcement. This shares the burden--and it eliminates the suspicion of personal gain as motive--not an insignificant matter...

No. And they exemplify the reason that I advocate the unification of the civilized world to protect the weak and the innocent from primitive misfits. If innocent people are worth protection from murderers here..they are worth protection anywhere.
