Sorta.

As I understand it, they did not reduce the funding for Alaska by even one dollar... then just removed the earmark that directed those hundreds of millions to the 'bridge to nowhere'... and left it up to Alaska how and where it wanted to spend those funds.

So, if Alaska decided to, they could still spend the funds to build that bridge.

(Not a reduction in federal appropriation in this regard.)
