I wouldn't go quite that far. Steele claims that there were one or two that had rolled to his feet. There was some initial reports of people with some packages that they were waving. Given the tone of some people at the debate, both incidents were believable. I am guessing Ehrlich's communication manager decided that those things were overt enough, so he embellished, turning minor, if nasty, events into something much more dramatic. Sort of like the guy who staged assaults on himself by "Kerry supporters" during the election...
