Bush-Rove-Jeb clearly stole the election in 2004 and cheated in 2002 and 2004, but we need a full investigation of Ohio 2004 to determine if Bush's cheating made enough of a difference. Of course the smear campaigns and phony BS TV ads did make a difference, so at the very least Bush won 2004 with a combination of cheating and lying to voters.
