It's quite possible there IS a process, but that the objective isn't one you and I would like. That can look exactly like someone not evaluating data. If the "goal" is to have bases in the ME, and secure oil supplies, then no amount of process is going to bring forth a result I would like (or see as part of a process ti evaluate the intelligence on WMD, or Saddam's threat- because it isn't about Saddam) , because the objective (for me) is screwy- since in my world you don't take over countries to acheive your national objectives (nor do you take over countries to create battlegrounds for terrorists, who were not affiliated with the country you take over to "lure" them to). Nor do you launch invasions for "humanitarian" reasons when the UN is not with you.
