the problem with France is that it is too meritocratic (and perfectionist but that's a whole another random musing). If you haven't gone to the right school from age 3 or whenever, or didn't spend your teenage and young adult years poring over philosophical treatises, well career prospects are rather limited.

a technocracy such as France is almost as stratified as an aristocratic society.. in places likes the States or even Britain you can see people with very humble origins actually rise up to the highest echelons of society. in alot of ways hollywood is far more egalitarian than france in that all you have to be is beautiful and you have a chance; whereas france need thirty exams and a trail of certificates.

there is such a thing as being overqualified (as a PJ Rouke remarked France's problem is that it's ruled and reigned by the experts; towards Plato's Republic) and i think the freewheeling element of society is a very important element to true equality; which is why Americans, Brits, Canadians may live in the inequitably wealth-distributed societies in the planet (nicknamed plutonomies) but even the deprived of their citizenry of those nations have the distinct feeling that they are wealthier and better placed than any other nation on Earth.

as much as conservatives like to pontificate capitalism is an extremely fluid concept and is a classically liberal one as well.. it is essentially about proving what you can do rather than what you are in society.. france installed a technocracy instead of its nobility but retained the separate elevated sphere of the state hence why french politicians are so out of touch...

a leader is forged to rule. a lord is born to reign. the Brits got this one right around 3 centuries ago with their system of constitutional monarchy!
