I think we should keep a 40-50k contingent there for many years

Since it will be several years before Iraq has a military fully capable of independent operation without US help, that will probably be the case anyways. They don't have the logistics, armor, and air capabilities to be fully independent. That will take several more years to build up.

We'll be in Iraq in some form for a very long time.

I'm curious as to what weapon systems the Iraqi government will end up buying. I can't see Israel being comfortable with an Iraq, even a democratic Iraq, having modern US military technology. Will Iraq get Abrams and F-16s? Or will they get tossoffs from Europe and Russia?

yes, i believe rumsfeld mentioned intention to bring down the troops size after december election... also a few head talkers are saying at least three bases in iraq are permenant bases. we will be there for fifty more years like south korea as a guard in the mid east .
