You are forgetting:

1) The Islamic world. (Alcohol illegal in most. Is has been illegal in various Western societies, including our own, at various times in history. Indeed it is still not legally sold in many American communities to this day. The repeal of Prohibition only removed the FEDERAL ban on alcohol sales... while it reserved the right to control or ban for the States and localities.)

2) To differentiate among the many different substances that are swept under the rubrick of "drugs". For example: marijuana is legal (or at least: 'decriminalized', i.e., not prosecuted) in many countries. Other psychoactive drugs are legal in various places: coca leaves, ghat, etc., while banned and prosecuted in others. And, of course, many drugs are legal in most places (coffee, tea, tobacco, coco, etc.)

These ARE facts.

How could you be unaware of them?
