Not so. Generally conservatives want to go back to pre UN days where military power was dominant. Progress is getting away from conflict and negotiating a solution through cooperation between like minded nations.

Your statement is closer to the truth when written this way:

Now conservatives are war mongers and anti-progressive. And it is liberals who seek to spread democracy peacefully where possible while a conservative president opposes peaceful measures.

Bush isn't a conservative, he's simply corrupt. Bush is not spreading democracy, he's codifying the theft of money.

The left, by definition, is progressive and, by practice, is rational. Democracy is not spread through torture and Abu Ghraib, phosphorus weapons, shock and awe, lies and theft.

The 'paleo' conservatives are still isolationists.
