The fact that Saddam had not yet committed any attacks on the US is not a valid argument that we should have waited for him to do so. Saddam also tried to have a former US President killed. The fact that the plot(s) failed doesn't mean we should have regarded him as harmless and waited for him to get it right.

Why doesn't the chimp declare a "war on auto collisions"?

Ah, are we to believe you would favor use of atomic weapons if we are attacked again? This is not believable. We have been attacked and you are opposed to fighting terrorism even using conventional forces.
