No, Bill, that *wasn't* his 'position', nor was that his 'proposal'.

His proposal was not 'the Democrat proposal' either, because he made a special effort to ask all the other Dems to NOT co-sponsor his proposal. ('Cause he didn't want it to be identified as a 'liberal Dem' proposal. He ain't a 'liberal' in most matters, military most definitely included.)

That proposal which received a 403-3 vote was a REPUBLICAN proposal (put forward as a red herring that no one in their right mind would support).

What Murtha ACTUALLY called for included "A quick-reaction U.S. force and an over-the-horizon presence of U.S Marines shall be deployed in the region.", for example.
