It has been that way for centuries. Alcohol consumption is banned by the Quran. The others are not. (Actually, I believe that in many Arab countries: Egypt, Sudan, Somolia, Saudi Arabia, etc., Ghat [or "Kat"] is the recreational drug of choice... not the opiates. Just as betle nuts are popular in India.)
