The main point is that Iraq already had more than enough urainium oxide (that could be enriched, if they had the spinners) to make dozens of nukes. Why would they send a diplomatic envoy on a very public mission to try and buy more?

The more likely scenario is that Iraq was attempting to gain diplomatic leverage to end the embargo.
