They are pretty persistant, but some of them will die, others will be captured, others will give up, and others will continue the fight at a lower level, in different ways, and/or in different places.

They are not achieving their objectives, but that doesn't mean that they won't be a factor for awhile longer. They may be a major factor in Iraq for years and a minor factor for generations.
