What the heck is the difference between removing troops, reducing troops, moving them to the desert in Iraq or the desert in Kuwait?

It's still an admission that:

1. the insurgency and the jihadists cannot be defeated militarily.

2. it's up to the Iraqis to sort themselves out.

3. the Bushies had no plan, no competence and are outta ideas. Heck, they're still thanking God for Murtha.
