Not at all.

You appear to be under the misconception that killing insurgents does no good at all, as if literally killing one insurgent made 5 more pop up as a direct and immediate result.

The reality is of course that insurgents can recruit more insurgents. If you kill one of them it reduces there numbers by one, but other factors may cause their number to increase at the same time. In addition to directly removing one insurgent, killing an insurgent can both encourage and discourage others from joining the insurgency. It encourages some because some of the insurgents friends or family might want to avenge the insurgent, or because the process of killing the insurgent might cause enough disruption to piss people off enough to join. It discourages people joining the insurgency because it shows how dangerous and difficult being an insurgent is. Yes the suicide bomber types might not be discouraged but most insurgents are not and do not plan to become suicide bombers. It also can reduce recruitment to the extent that the person killed will not longer be around to recruit others or to perform a successful attack to inspire others.

The statement about "some of them will die, others will be captured, others will give up and others will continue the fight at a lower level, in different ways, and/or in different places." applies not only to current insurgents but to new recruits.
