Depends on what you mean by "normal commodity price fluctuation", obviously there have been things like a war and other major events that have contributed to the price changes, but such things always happen so in that sense their effects are indeed part of "normal commodity price fluctuation".

What I wouldn't put in that category is the creation of a monopoly or cartel or a vast and sustained drop in the availability of a commodity, or a legal restriction or control over the price.
