Corruption is a big problem... but by no means is it the *major* problem at the U.N.

Ever since it's founding, the General Assembly has replicated one of the big weaknesses seen in the US Senate --- over representation of small, under-populated areas.

There have long been proposals to reform the UN, and the better ones (IMO), include some sort of revamp that turns the General Assembly into a proportional representation assembly --- with the amount of votes a nation receives apportioned by population.

They also include proposals to create a SECOND assembly (turning the UN into a bicameral institution) where voting rights reflect the ECONOMIC POWER of various nations (say, by GNP)... with the Security Council (expanded perhaps to include a few of the emerging 'super' nations, Brazil, India, etc.) turned into more of an 'executive' branch.
