I think you have to count all the deaths, civilian and "military", because but for our invasion many of those "insurgents" would not be fighting an invasion force, and dying for it.

So if you want to balance the deaths Saddam may have caused- let's use your number of 300k over 24 years (many of those killed were probably "insurgents" as far as Saddam was concerned- because I'm sure you know about the uprisings in Iraq, some encouraged by the US government)- you need to balance the deaths he caused by military aggression, by the deaths we've caused by military aggression. So far, on a per year basis, it looks like we are beating Saddam handily.
