They don't have the resources, even if combined. And actually, the US tends to be a very unwilling policeman. Now true, there is an ideologue that pops up now and then with a particular axe to grind, but sub-Saharan Africe is almost always ignored and places like Haiti and Jamaica just get a bandaid every now and then. A willing policeman would have been in most of the sub-Saharan African countries a long time ago...
