Yes and no. It is clear that he listens to the advice offered. Once he makes up his mind, it is the policy of the administration, and every else had better get on board. Condi, Dick Donald and Karl clearly have his ear. I am not sure who else does.

IF they could figure out how to, they would. Either Democrats control the media, or the media controls the Democrats.

You have hit the nail on the head. With a world government they could use the resources from the rich regions to reduce the suffering in the poor areas. Of course the scale of the graft would get bigger. It would make a few crooks like Butros Butros Galli, Kofi Anon and their ilk really rich.
