If it was they wouldn't have contractors. Besides your focus is far to narrow - in many cases contractors provide systems support the military just can't do themselves at any cost. I personally worked on RADAR image processing software, my co-workers serviced the U2/TR-1 nose package - no one in the Air Force could do the work - there were no training classes available or spare equipment to learn on - there was the fielded system. Others I knew where retired fighter pilots hired by the aircraft manufacturer to offer field training to in country pilots on new systems are they where installed. Some had over 37 years in the Marines and worked in supply depots for spare parts stores. The military, especially the Air Force is mostly composed of support people - for every one pilot there's a thousand people to support him/her - both military and civilian. I consider everyone of these people a patriot.

Halliburton just refunded 27 million it stole while providing meals to our military.

That would be an over charge, they're not the first to make such a mistake either on purpose or by accident. If found guilty of a crime then they should be punished. Otherwise it's just more irrational hate for a public company.
