Actually, after that major tobacco company settlement, I'd think there's something to debate on that issue.

Because very little of that money EVER was spent on smoking cessation programs by the individual states. And that's money being paid by smokers in excess prices and taxes.

Refining capacity will have to increase by at least 1/7th

All for it because it's been long overdue.. And it's part of the reason that Gas prices are so high.. Not enough refinery capacity as old refineries are decommissioned and no new ones are permitted to be built due to NMBY regulations.

And who's fault has that been?

The same people who said we can't explore for oil here at home but it's alright for us to buy it from overseas so that we can protect OUR environment at the expense of someone elses (supposedly)..

Funny how the numbers of Porcupine Caribou actually INCREASED as a result of Alaskan Oil drilling.. Seems they like to take shelter near man-made facilities because the wolves stay away..
