Well McCain wants never. Those Senators voted for the word never. That's why there is a discussion.

The McCain amendment that would ban "cruel, inhuman, or degrading" treatment of any prisoner by any agent of the United States sailed through the Senate by a vote of 90-9.

So after of any prisoner by any agent who is left out making an exception to never???? As you said "Never" is very easy to specify in law. It only takes one word. But if five words can make it confusing, politician will use five words.

It would be nice if politicians never did that. On the other hand it is in no way confusing to me. What is confusing to me is that it is confusing to so many others.
