I understand your line of thought , however, they are not awarding a group, a religion or an organization prayer space. It is for the individual as he/she may wish to pray, reflect etc.

So with that in mind surely all boyscouts can pray, reflect etc in the spay alotted. It is not a meeting room for any religion or organization, so I would guess the BoyScouts could not hold meetings there in the specified reflection/prayer area. Just as the BoyScouuts cannot, neither may Muslims, NOW, Moron.com, Cindy Sheehan, the RNC, DNC, CORE, NAACP or the Congressional Black Caucus. It is not a meeting area. It is a place where individuals can exercise prayer or reflection etc.
