If we accept the premise of your question for the moment (which, by the way, I don't... I see no significant difference, remember, much of what happens in the government is decided out of the public's view...), I'd have to answer "no" to your question, because of the evidence that --- on most of the policies the public is concerned about, admin. policy is at variance to the public's desires.
