Sadly, I think you are correct. There are so many levels of beuracracy in even intelligence. I suspect that if something gets a little smelly (what you described wouldnt even be considered torture in my book) its easier for the higher level to merely sit on it then to stick out his/her neck and pass the info along.
I remember well the loss of Marines and Corpmans lives in that bombing. It was a very sad thing. jdn
