Chinu, Perpetrators have taken some action against a person, or entity. Germany, and Italy, had done nothing to us, except for words, when we entered the war, but like Iraq, with Saddaam as a leader, needed to be invaded to save innocent lives, and rid the world of a murderers.

The direct perpetrators of 9/11 died in the planes, and almost every one of their underlings have been caught. It's kind of difficult to go after dead people.
