It is best done by charities. People of noble character donate to charities. These are better at ferreting out double dipping recipients and those who are looking for a hand out instead of a hand up.

Most people who are successful inherently understand they have an obligation to help those less fortunate than themselves. Those with less well formed understanding believe that government is an efficient method for delivering aid. Every study seems to prove that charity is almost always more efficient.

The concept of a government with sovereignty over our national governments is a very bad one. This is one of the reasons that the European government has failed to control the economies of the "subject" nations.
