Think about it, WMDs was one of the reasons we went into Iraq on. This sends a clear message to the entire Arab Persian community that development of atomic weapons will not be tolerated by the west. It's the only thing that the Iranians would understand, anything else would just be seen as a weakness. I think Bush understands this and acted accordingly.
