Yes, however you say it. Dear Bush mispronounced the place so many times in his speeches------he truly does have a speech problem---names are not his forte and particularly non-English names that he is challenged to learn.

If I had to give a speech and pronounce Abu Grabe right more than once-----no doubt there would be a problem---as I would pronounce it with a drawl.

I would rephrase your sentence a little--------"If they're restricted to asking politely and making sure the terrorist are nice an comfy we may not stop the next terrorist attack or act of war whether in Iraq, England, France, Germany,Jordan, Australia----just a sampling of some of the nations and peoples."
