How is that purpose served by making citizens buy new pieces of plastic every 4 years? Taxpayers have invested $billions so any officer can access an up to date driving record instantly. A driver's license card is an anachronism. It's just an ID card and you shouldn't need to update it unless there's a significant change in your ID.

You wouldn't, for example, want the surgeon who takes out your gall bladder to be the sole judge of his own capabilities as a surgeon. Yes, if we didn't have state licensing for Doctors, we would have quacks practicing medicine, wouldn't we? :>) I won't bother to defend this position. It's just too radical for most people.
