Yes, exactly.

I've also seen statements from this Administration (during the '04 campaign) to the effect that they have killed or captured 75% of Al Qaeda's leaders. Now there's a statement that could not possibly be verified. At no point has anyone had a list of all the leaders of Al Qaeda. At best, this is supposition masquerading as a fact. Basically, it's just a lie.
