If one captures a member of a covert criminal organization, one has potentially compromised many members of that organization and current operation in progress. Those who are free and ignorant an associate in their crime is captured do not immediately start destroying all connections that may lead to them and to others if they get caught. This is so basic, it's like not know 1+1=2
