Only conjecture but it probably had to do with the fact that while the majority of Clintons time was diverted to deal with his sex scandals Sandy B took up the presidents job of deciding what CIA information was important enough to act on.... Specifically alarming reports warning the President about the activities of one Osama Bin Laden.... No, don't want some historian or worse yet, a Republican getting his hands on that little tid bit.
